Lithuania is currently the lead nation in the creation of EU Cyber Rapid Response Teams. PESCO, or permanent structured co-operation, is a political framework that aims to help EU countries develop military capabilities together and improve their ability to deploy them. In November 2017, 23 member-states signalled their intention to participate in PESCO – the framework will be formally launched at the EU’s Foreign Affairs Council in December. In November 2017, EU Member States expressed their will to create a Permanent Structured Cooperation on security and defence (PESCO).Twenty-Five Member States of the European Union have singed and published a list of projects that will be implemented under PESCO. Part of the third batch of PESCO projects approved in November 2019, the project aims at designing and developing a new class of military ship, named “European Patrol Corvette” (EPC), which will host several systems and payloads able to accomplish a large number of tasks and missions in a modular and flexible way. A number of these projects could potentially be part-funded through the newly established European Defence Fund and at a higher rate of EU financing (30%) than that available to other collaborative projects set up with EDF funding (20%).

The European Military Space Surveillance Awareness Network (EU-SSA-N) is a space situational awareness (SSA) project being developed by France and Italy under the PESCO initiative, and is described as follows: “The main scope of this project is to develop an autonomous, sovereign EU military SSA capability that is interoperable, integrated and harmonized with the EU-SST Framework initiative for the protection of European MS Space assets and services. PESCO is a central element of recent key EU initiatives aimed at bringing Member States cooperation in developing defence capabilities to an unprecedented level. This will enhance interoperability and effectiveness of forces, strengthen Europe’s industrial and technological base and ultimately increase overall security of European citizens” 2. As of 5 November, third states can participate in defence projects of the Permanent Structured Cooperation (PESCO) of the European Union. The compromise proposed by Germany was accepted on 28 October 2020 in Brussels. The objection period expired on 5 November.
